Climate for Expertise

"a major contribution to political and organizational science"

European Energy Journal

"A meticulous study... of interest not only to students of the politics of climate change and the governance of the EU, but to those initiating or contemplating parallel programmes in other parts of the world"

Anthony Giddens,

author of The Politics of Climate Change

"a very timely contribution for practicioners and scholars alike. It captures well how the European Commission reconciled the necessary with the politically achievable when proposing the 2008 package"

J.M. Barroso,

former European Commission President

This book traces the development of the world's first comprehensive energy and climate legislation by the European Commission's services and sheds light into the negotiations that took place between Commissioners and their cabinets. The book focuses on the genesis of the Commission's proposals for the emission trading scheme, its revision and the proposal for a renewable energy directive.

Focusing on the role of politics and science within the European Commission, the book pursues the following questions: What are the Commission strategies in using knowledge? Does the Commission actually learn, or does it simply engage in power plays when confronted with knowledge? The book shows how the Commission functions as a catalyst transforming knowledge into politics.
